In Telangana’s rural areas, CSC VLEs (Village Level Entrepreneurs) have been delivering digital services effectively to lakhs of citizens. Without needing to travel to district centers, villagers have been able to access essential documents, some certificates, pensions, scholarships, PAN cards and many other government services through CSC centers. However, a recent decision by the Meeseva Commissioner to provide Meeseva services only through private partnerships is being seen as an injustice to VLEs. Khammam District CSC VLEs argue that allowing them to offer Meeseva services would reduce the government’s burden and benefit rural citizens more directly. They have demanded that the government make Meeseva services available through CSC centers as well, enabling citizens to access all services under one roof. The VLEs have urged the government to recognize their efforts and offer protection, noting that they have invested their own capital over the years to bring digital services to villages and support government initiatives. By integrating Meeseva services with CSC centers, the goal of a Digital India in rural areas can be more effectively realized. They emphasized that ensuring equal opportunities for both Meeseva and CSC VLEs would also enhance employment prospects for rural youth and broaden access to government services. They demand that all existing Meeseva services be allocated to CSC VLEs, with the government providing the necessary technical support and training. Only through such integration can the vision of Digital Telangana and rural development be fully achieved.
